Hot-spot mutations

Mutations sites in DNA are not entirely random. There are so-called hotspots sequences of DNA which are far more more likely too mutate than others. Within those hotspots there is also hierarchical relationship of frequencies, which are very predictable. Having at your disposal a full set of those sequences it would be possible to program sequential changes that would appear as evolution.
